IL HB2399

Amends Election Code to provide for election of Chicago Board of Education members instead of mayoral appointment, with members elected at general primary elections starting March 20, 2018.

Establishes 13-member elected Chicago Board of Education divided into 4 electoral regions (Southeast Side, Southwest Side, West/Central, North) with each region electing 3 members except North Region which elects 4 members.

Requires board candidates to be at least 18 years old and either a parent/legal guardian of a student in the region or a resident of that region, with minimum 250 petition signatures to appear on ballot.

Provides for 4-year terms with members elected on staggered schedules, and allows board to fill vacancies through appointment until the next election.

Changes Inspector General appointment authority from Mayor to the Board beginning March 20, 2018, and establishes board member compensation of $50,000 per year plus health insurance, pension, and life insurance benefits.
