IL HB2403

Amends Section 10-21.3a of the Illinois School Code regarding student transfer policies.

Removes references to Section 1116 of the federal Elementary and Secondary Education Act of 1965 (20 U.S.C. Sec. 6316) and the No Child Left Behind Act of 2001, which are now-repealed federal laws.

Maintains school board authority to establish transfer policies with restrictions on transfers to schools exceeding capacity, schools with academic enrollment criteria, or schools where transfers would prevent compliance with state/federal law or court orders.

Preserves provisions allowing students who are victims of violent crimes occurring on school grounds during school hours or school-sponsored events to transfer to another public school within the district.

Makes subsection (d) blank, eliminating the requirement that transfers comply with the federal No Child Left Behind Act.
