Establishes the Credit for Prior Learning Act, allowing Illinois public universities and community colleges to award college credit for documented learning from employment, training, and life experiences outside academic settings.

Defines "credit for prior learning" as evaluation and assessment of skills mastered through non-academic experiences that meet acceptable proficiency levels for college credit, certification, or advanced standing.

Requires public universities to submit credit for prior learning policies and procedures to the Board of Higher Education, including acceptable documentation types and date ranges for prior learning.

Requires community colleges to submit credit for prior learning policies and procedures to the Illinois Community College Board, including acceptable documentation types and date ranges for prior learning.

Directs the Board of Higher Education and Illinois Community College Board to adopt rules permitting institutions to award credit for prior learning when documented learning demonstrates achievement of all terminal course objectives.
