Requires all applicants and licensees to provide a valid street address (not PO box) and email address to the Department, and notify the Department of any changes within 14 days.

Permits the Department to serve disciplinary notices and other documents via email to licensees' email addresses of record, in addition to mailing by certified mail.

Changes terminology throughout the law from "certificate" and "registrant" to "license" and "licensee" for consistency.

Allows licensees whose licenses were revoked under Section 2105-165 (for forcible felony convictions not requiring sex offender registration or criminal battery against patients) to petition for restoration after 5 years from conviction or 3 years from release from confinement, whichever is later, based on specified rehabilitation factors.

Permits applicants or licensees denied/revoked under Section 2105-165 to have those records classified as confidential and expunged for reporting purposes without the 7-year waiting period or $200 fee that normally applies to other disciplinary record removals.
