Declares that wood chips, mulch, and other byproducts from tree maintenance by township road districts are waste products with no value to the district.

Authorizes road districts to deliver these tree maintenance byproducts to residents on a first-come, first-served basis or other random selection method.

Requires road districts to provide adequate notice to residents before products become available and before delivery, including the amount being delivered.

Establishes distribution of these materials as a public benefit that maintains a healthful environment and reduces disposal costs.

Amends Section 6-132 of the Illinois Highway Code to add tree maintenance provisions to existing recycling program authority for road districts.
