Authorizes the Illinois Department of Human Services to issue Universal special license plates for volunteerism with a $25 fee for original issuance and $25 for renewal, with fees deposited into the Secretary of State Special Plate Fund.

Universal special license plates may be affixed only to passenger vehicles of the first division (including motorcycles and autocycles) or motor vehicles of the second division weighing not more than 8,000 pounds.

Authorized organizations may charge a separate fee to offset decal production and distribution costs, retained by the organization and distinct from registration fees.

Only decals authorized by the General Assembly or registration renewal stickers may be affixed to Universal special license plates; design, color, and format are at the Secretary's discretion.

Establishes the Roadside Monarch Habitat Fund to receive fees from the Illinois Department of Natural Resources Universal special license plates for roadside monarch and pollinator habitat projects.
