HB2443 Summary

• School districts may contract with commercial driver training schools to provide driver education courses (classroom, practice driving, or both) without requiring a waiver or modification of State Board of Education administrative rules.

• Districts contracting with commercial driver training schools must provide evidence that the school holds a license issued by the Secretary of State under Article IV of Chapter 6 of the Illinois Vehicle Code.

• The State Board of Education may allow up to 5 clock hours of alternative practice driving instruction as equivalent to practice driving in a dual control car for reimbursement purposes.

• School districts may adopt a policy permitting proficiency examinations for the practice driving portion of driver education courses at any time after completion of 3 hours of direct individual instruction.

• Changes made to Section 27-24.2 replace the term "certification" with "licensure" regarding teacher qualification requirements.
