Reduces notice requirement for laying off educational support personnel from 90 days to 30 days written notice when school boards contract with third parties for non-instructional services.

Removes restrictions that previously required contracts to not take effect during collective bargaining agreements and must wait until agreement expiration.

Eliminates eight conditions that third-party contractors previously had to meet, including providing liability insurance, comparable benefits packages, criminal background checks, cost projections, and public hearing requirements.

Changes "may enter into a contract" language to "nothing in this Code prevents a board of education from entering into a contract," broadening school boards' authority to outsource non-instructional services.

Takes effect immediately upon becoming law.
