State Board of Education must prepare annual state, school district, and school report cards by October 31 each year, distributing them to all school districts by the most economical means.

School report cards must include minimum data on school characteristics, student demographics, curriculum information, student outcomes, student progress, and school environment.

Adds new gifted education tracking requirements including the number and percentage of students assessed for gifted/advanced academic programs, racial/ethnic breakdown of identified students, percentage from low-income families, and percentage receiving instruction from teachers with gifted education endorsements.

School districts must present report cards at a regular school board meeting within 30 days of receipt, post them on the district website if available, provide copies to local newspapers, and send written notice to parents with website address and instructions for requesting printed copies.

State Superintendent has discretion to amend or update metrics on report cards in consultation with education stakeholders.
