Requires privately held public water utilities to submit annual reports to the Illinois Commerce Commission on April 1 each year, beginning the year after the bill's effective date.

Reports must include specific operating information for the previous calendar year, including Standard Appendix A data from the Statement of Operating Income with Adjustments.

Reports must contain detailed utility data such as actual and planned capital improvement costs, usage and revenue by customer class, water quality reports, boil orders, water loss summaries, and water source breakdowns by surface and ground water.

Reports must show how the utility allocates common costs across municipalities served and describe the techniques and practices used for cost allocation.

Utilities must provide a separate report for each municipality they serve and must certify the accuracy of all information provided.
