Amends the Specialized Mental Health Rehabilitation Act of 2013 to allow facilities with pending administrative hearings or violations under the Nursing Home Care Act to receive provisional licensure, while remaining responsible for past and future fines or penalties.

Establishes that the executive director of a licensed facility must be a licensed nursing home administrator, licensed practitioner of the healing arts, or qualified mental health professional.

Adds new Section 4-104.5 authorizing the Department Director to grant waivers of compliance with rules or standards for periods not exceeding the current license duration, with consideration of consumer health and safety and facility compliance history.

Modifies provisional licensure procedures for recovery and rehabilitation services, requiring issuance within 60 days after Life Safety Code compliance is determined, provided the facility attests to compliance with an approved staff training plan.

Effective date: July 1, 2017.
