IL HB2469

Amends the Illinois Election Code to require election authorities to report census tracts where more than 10% of foreign language speakers have limited English proficiency to the State Board of Elections on or before June 1, 2018, and then every year ending in 1 or 6.

Defines "foreign language" as Chinese, Korean, Polish, Spanish, and any combination of Gujarati, Hindi, and Urdu, based on American Community Survey data (Table B16001).

Requires election authorities to make all election information (voter registration forms, ballots, candidate pamphlets, poll location information) available in the primary non-English language of limited English proficiency speakers, beginning with the 2018 general election.

Limits foreign language ballots to voters registered in precincts overlapping identified census tracts; requires good-faith recruitment of Gujarati and Urdu election judges in areas where those languages are spoken, though ballots need only be provided in Hindi.

Effective immediately; does not require foreign language election information availability prior to June 1, 2018.
