Amends Section 3-4 of the Illinois Election Code to establish a 180-day residency requirement for patients in hospitals or mental institutions to be considered legal voters in that location

Patients with less than 180 days of residence in a hospital or mental institution are not deemed residents of that jurisdiction for voting purposes

Patients retain voter residency status in the town, city, village, or election district where they lived before becoming patients at the hospital or mental institution

Excludes skilled nursing facilities from the definition of "hospital" under this provision

Effective immediately upon becoming law
