Renames the federal "Workforce Investment Act of 1998" to the "Workforce Innovation and Opportunity Act" throughout Illinois state law to align with the 2014 federal reauthorization.

Updates the Illinois Workforce Investment Board to the "Illinois Workforce Innovation Board" and modifies appointment procedures for members made on or after the effective date to comply with federal Workforce Innovation and Opportunity Act requirements.

Amends the Open Meetings Act to clarify that public bodies with statewide jurisdiction, large library systems, transit districts, and local workforce innovation areas can conduct meetings via interactive video conference with members counted toward quorum if public notice and access are provided at all locations.

Updates references to the renamed federal law across multiple state agencies and programs including the Department of Human Services, Department of Commerce and Economic Opportunity, vocational rehabilitation, unemployment insurance, and higher education student assistance.

Makes technical conforming changes to state law sections referencing workforce development programs to use the new federal law terminology consistently.
