Eliminates the Health Maintenance Advisory Board previously created within the Department of Public Health, removing provisions regarding its 11-member composition and advisory functions.

Transfers the Health Maintenance Advisory Board's regulatory review responsibilities to the Director of the Department of Public Health, who will directly evaluate HMO certificate of authority applications.

Maintains the Department of Public Health's authority to determine whether HMO applicants meet requirements for health care service availability, accessibility, and quality assurance programs.

Preserves existing financial and operational standards for HMO certification, including the $2,000,000 minimum net worth requirement and competency standards for organization leadership.

Takes effect upon becoming law.
