Establishes an alternate route for eligible applicants to design and operate high school diploma programs for adult learners, subject to Illinois Community College Board approval.

Defines "adult learner" as persons ineligible for reenrollment under the School Code and federal special education regulations, and eligible applicants include community colleges, nonprofits in partnership with regional superintendents, intermediate service centers, and Article 34 school districts.

Requires approved programs to include curriculum consistent with Illinois Learning Standards, academic and emotional support services, career and technical education or dual credit courses, and instructional staff holding valid educator licenses for high school grades.

Initial program approval is valid for up to 2 school years, with renewal approval valid for up to 4 school years contingent on documented student progression, graduation rates, and industry-recognized credentials.

Authorizes the Illinois Community College Board to adopt rules for implementation and to revoke approval if an eligible applicant fails to meet program requirements.
