Amends the Eminent Domain Act (735 ILCS 30/10-5-5) to restrict when condemning authorities may take possession of property in condemnation actions.

Prohibits condemning authorities from taking possession of property before just compensation is determined by jury verdict if either party demands a trial by jury.

Preserves existing provisions allowing any party to demand a trial by jury to ascertain just compensation when compensation is made by the condemning authority.

Maintains compensation rights for owners of off-premises outdoor advertising signs required to be removed or altered under statute, ordinance, or regulation.

Preserves compensation rights and procedures for property subject to conservation rights under the Real Property Conservation Rights Act.
