Extends the deadline for retired teachers to return to teaching in subject shortage areas from June 30, 2013 to June 30, 2020 without losing retirement status or annuity benefits.

Allows retired annuitants to work in qualified public schools experiencing teacher shortages in their subject area, provided they meet specified conditions including waiting periods based on retirement age and service.

Excludes any benefit increases resulting from this amendment from the definition of "new benefit increase" under the Downstate Teacher Article pension provisions.

Requires school districts seeking to employ retired teachers under this program to first offer positions to non-retired teachers with proper qualifications and conduct a 90-day recruitment effort through newspaper advertisements and the Illinois Education Job Bank.

Exempts implementation of this bill from State Mandates Act reimbursement requirements and takes effect immediately upon becoming law.
