Amends the State Fire Marshal Act to clarify that arson investigations shall be conducted by State Fire Marshal Arson Investigator Special Agents, who are designated as peace officers under the Peace Officer Fire Investigation Act.

Removes reference to "General Revenue Fund" in the provision authorizing grants to areas without fire protection districts to defray organizational expenses of forming a fire protection district.

Transfers responsibility for reimbursing the Fire Fighting Medal of Honor Committee's actual expenses from the Office of the Governor to the Office of the State Fire Marshal.

Maintains all existing powers and duties of the State Fire Marshal's Office, including fire records management, boiler and pressure vessel safety, fire protection training administration, and disbursement of federal grants to local governments.
