Requires the State Board of Elections to cross-reference voter registration database against Electronic Registration Information Center data at least 6 times per calendar year beginning September 1, 2017, including driver's license information from the Secretary of State.

Mandates the Board share cross-reference findings with election authorities to identify voters who have moved within or between Illinois jurisdictions.

Permits voters whose registration was automatically changed due to address updates to vote a regular ballot at their prior address if they can be confirmed as previously registered there and meet same-day registration requirements.

Allows voters unable to confirm prior registration but meeting same-day registration requirements to vote a regular ballot; voters not meeting those requirements receive a provisional ballot.

Prohibits disqualifying any voter due to errors in registration address updates made through this automatic process.
