Changes petition lottery deadline from within 9 days to within 5 days following the last day for petition filing, and reduces notice requirement from 7 days to 5 days written notice.

Removes requirement to send lottery notice to organizations of citizens entitled to have pollwatchers present; allows simultaneous filer candidates to receive written notice of lottery time and place at time of filing.

Requires any campaign, party, or organization conducting vote by mail operations to provide voters with a postage-paid, pre-addressed return envelope directed only to the appropriate local election authority.

Extends permanent early voting polling place hours to remain open through the end of the second day before election day, rather than through the end of the day before election day.
