Amends the Illinois Vehicle Code to allow vehicles operating under an emergency harvest permit to exceed maximum axle and gross weight limits by up to 10% without requiring a special permit from September 1 through December 31 during declared harvest emergencies.

Permits issued under the emergency harvest provision are valid only on federal and state highways under the Department's jurisdiction, excluding interstate highways.

Local authorities may waive special permit requirements during harvest emergencies and set divisible load weight limits not to exceed 10% above a vehicle's registered gross weight, provided axle and gross weights do not exceed 10% above Section 15-111 limits.

Exempts vehicles operating under emergency harvest permits from violation of registration weight requirements under Section 3-401, provided weight limits do not exceed the specified 10% threshold.

Extends the emergency harvest permit exemption to registered vehicles used in private or for-hire movement of divisible load agricultural commodities during the declared emergency period.
