IL HB2581

Amends the Toll Highway Act to require local highway agencies or municipalities with jurisdiction to enter into maintenance agreements with the Illinois Toll Highway Authority when grade separation or interchange improvement structures are built by the Authority.

Modifies previous language requiring the Authority to maintain entire structures at its own expense; now requires shared maintenance responsibility through formal agreements between the Authority and local agencies.

Requires the Authority to construct and maintain at least one electric vehicle charging station by January 1, 2016 at locations where agreements exist for motor fuel service stations, garages, stores, or restaurants, with user fees offsetting costs.

Authorizes the Authority to establish reasonable regulations for installation, maintenance, and relocation of public utility facilities along toll road projects and requires utilities to bear all relocation costs.

Authorizes the Authority to enter into intergovernmental agreements with local governments and other entities for toll collection, enforcement, and administration, and to provide toll collection services to other entities when in its best interest.
