Amends the Notice By Publication Act to allow notices to be published in a secular newspaper with general circulation in the jurisdiction, removing the requirement that newspapers be located in the same county or an adjoining county.

Requires newspapers publishing legal notices to place them on a statewide website maintained by Illinois newspapers at no additional cost to government.

Modifies the Newspaper Legal Notice Act to clarify that notices remain valid even if printer errors occur in placing notices on the statewide website.

Updates the Legal Advertising Rate Act to ensure the face type of required public notices is not smaller than body type used in classified advertising and sets rates between 20 cents and the lowest classified rate per column line.
