Authorizes the Secretary of State to issue special U.S. Coast Guard registration plates upon receipt of applicable fees and applications.

Plates may only be affixed to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds.

Charges a $26 fee for original issuance in addition to the appropriate registration fee, with $11 deposited to the Illinois Veterans' Homes Fund and $15 to the Secretary of State Special License Plate Fund.

Charges a $26 fee for each registration renewal period in addition to the appropriate registration fee, with $24 deposited to the Illinois Veterans' Homes Fund and $2 to the Secretary of State Special License Plate Fund.

Plate design and color are at the Secretary's discretion, and applicants must provide appropriate documentation as determined by the Secretary.
