Requires delegates to take an oath promising to uphold the Constitution and laws of the United States and Illinois, and to act only in accordance with the Article V application and legislative instructions.

Mandates immediate recall and replacement of any delegate who violates these restrictions, with the General Assembly certifying delegate selection, replacements, and nullification of unauthorized actions to the convention.
