Changes the maximum notary public fee from $1.00 to $5.00 for any notarial act performed.

Adds "electronic communications" to the list of advertising mediums where non-attorney notaries must display a disclaimer stating they are not licensed to practice law in Illinois.

Increases fee caps for notaries filling out immigration forms: $10 per form completion, $10 per page for translation, $5 for notarizing (up from $1), $3 for document procedures, and maximum $75 for one complete application.

Requires all notaries to provide itemized receipts and keep records of fees accepted; failure to do so creates a presumptive admission in complaints about accepting prohibited fees.

Removes language from Section 3-101 about notary signature requirements and relocates signing and seal affixing requirements to Section 6-103 for notarial act certificates.
