Renames the Illinois Motor Vehicle Theft Prevention Act to the Illinois Motor Vehicle Theft Prevention and Insurance Verification Act, extending its repeal date from January 1, 2020 to January 1, 2025.

Transfers administration of the Motor Vehicle Theft Prevention Council from the Illinois Criminal Justice Information Authority to the Secretary of State, with the Secretary of State Director serving as Council Chairman.

Creates a new electronic motor vehicle liability insurance policy verification program requiring insurance companies to report policy information to the Secretary of State and mandating at least semi-annual verification of coverage for all registered vehicles.

Establishes procedures for notifying vehicle owners of unverified insurance and suspending vehicle registrations for owners who fail to provide proof of insurance or whose coverage cannot be confirmed within 30 days.

Exempts information collected under the electronic verification program from Freedom of Information Act requests, requiring instead a court order, subpoena, or vehicle owner approval for release.
