Amends the Illinois School Code to require the State Superintendent to revise uniform notices regarding special education procedures at least once every 2 years to reflect current law.

Establishes that parents, independent educational evaluators, and qualified professionals must be afforded reasonable access to school facilities, personnel, classrooms, and buildings for observing students and conducting evaluations, subject to school safety policies and privacy law compliance.

Modifies due process hearing procedures to clarify that parents have 10 days after mediation concludes or after declining to use mediation to file a hearing request to maintain "stay-put" protections for students' current educational placements.

Requires uniform notices to include information about the "stay-put" provision ensuring students remain in their present educational placement and eligibility status during administrative or judicial proceedings.

Takes effect upon becoming law.
