Creates a monthly diaper allowance of $80 per child for eligible individuals, effective October 1, 2018.

Eligibility requires household income at or below 50% of federal poverty guidelines, responsibility for a child age 3 or younger, and receipt of medical assistance under the Illinois Public Aid Code.

Diaper allowance funds can only be used to purchase diapers and must be distributed through an electronic benefit transfer card.

Diaper allowance payments are excluded from income calculations for determining eligibility for medical assistance and other state public aid benefits.
