Amends the Condominium Property Act to remove the requirement that members demonstrate a "proper purpose" when requesting to inspect association records including contracts, member listings, ballots, and financial books.

Eliminates language requiring members to state a proper purpose in their written inspection request and removes the burden on members to prove proper purpose in enforcement actions.

Requires associations to provide requested records within 30 business days or the request is deemed denied; members who prevail in enforcement actions may recover reasonable attorney's fees and costs.

Associations may still withhold certain sensitive records including employee matters, pending litigation, threatened actions, other members' expense information, and documents related to other members' property transfers.

Applies these inspection rights to all condominium instruments recorded under the Act; any conflicting provisions in condominium documents are void as against public policy.
