Amends the Pedestrians with Disabilities Safety Act to expand the definition of "pedestrian with a disability" to include walking, running, or bicycle paths in addition to streets, sidewalks, highways, and walkways.

Updates the definition of locations where pedestrians with disabilities may require mobility devices, service animals, or white canes to travel.

Modifies the annual Pedestrians with Disabilities Safety Day (October 15) proclamation to require the Governor to discuss the history of laws protecting pedestrians with disabilities.

Requires the Governor's proclamation to emphasize keeping streets, sidewalks, highways, walkways, and walking, running, or bicycle paths safe and functional for persons with disabilities.
