Employers may file workers' compensation safety programs and return to work programs with the Illinois Workers' Compensation Commission for certification.

Commission certifies safety programs meeting minimum requirements: adequate employee safety training, joint employer-employee safety committees, use of safety devices, and consultation with safety organizations.

Commission certifies return to work programs meeting minimum requirements: light duty or restricted duty work options, leave of absence policy, and full duty return to work policy.

Director of Insurance must direct rate-setting advisory organizations to recalculate workers' compensation premium rates for certified employers within 90 days of the bill's effective date.

Director of Insurance must waive the Workers' Compensation Commission Operations Fund fee for self-insured employers that file and receive certification for safety or return to work programs.
