Amends the Department of Veterans Affairs Act to implement recommendations from the Task Force on Veterans' Suicide final report published December 1, 2016.

Establishes proactive outreach program for veterans who served in combat units through coordination with the U.S. Department of Veterans' Affairs.

Requires public awareness campaign addressing trauma, mental health, and suicide myths, coordinated with existing suicide prevention programs.

Mandates mental health training for frontline employees at veterans service organizations to identify veterans at risk of suicide, with priority hiring of combat veterans as service officers.

Directs Department to collaborate with higher education institutions on veteran educational support, coordinate family preparation courses on deployment adjustment, develop veteran transition programs, and support veteran employment initiatives and peer specialist programs.
