Amends the Department of Veterans Affairs Act to implement recommendations from the Task Force on Veterans' Suicide final report published December 30, 2016.

Requires the Department of Veterans Affairs to provide mental health training to frontline employees at veterans service organizations to identify veterans at risk of suicidal thoughts, including mental health first aid and amplified suicide advanced training programs.

Directs the Department to assist Veterans Assistance Commissions and veterans' service associations (American Legion, Veterans of Foreign Wars, AMVETS) in providing suicide prevention training to their employees.

Requires the Department to recruit combat veterans to serve as veteran service officers at veterans service organizations to better relate to fellow combat veterans.

Mandates the Department adopt necessary rules to implement these provisions.
