Amends the Emergency Medical Services (EMS) Systems Act to permit EMS personnel (EMR, EMT, EMT-I, A-EMT, or Paramedic) to transport injured police dogs to veterinary facilities when no persons require medical attention or transport.

Defines "police dog" to include dogs owned or used by law enforcement agencies, including search and rescue dogs, service dogs, accelerant detection canines, and other dogs used by county, municipal, or state law enforcement agencies in the course of their work.

Allows EMS personnel to carry and administer epinephrine as part of their medical supplies when performing official duties, with options to use glass vials, auto-injectors, ampules, or pre-filled syringes after completing a Department-approved course.

Permits the Director to temporarily modify individual scopes of practice through written order in response to public health emergencies for periods not exceeding 180 days.
