Amends the Local Government Professional Services Selection Act to increase the emergency waiver threshold for architectural, engineering, and land surveying services from $25,000 to $50,000.

Allows political subdivisions to waive public hearing, evaluation, and selection procedures for projects expected to cost less than $50,000 in emergency situations.

Requires the $50,000 threshold to increase annually by the percentage increase of the Consumer Price Index-U (all urban consumers, United States city average).

Defines "consumer price index-u" as the index published by the Bureau of Labor Statistics of the U.S. Department of Labor measuring price changes for goods and services purchased by all urban consumers (1982-84=100).
