HB2687 - Nurse Licensure Compact

• Amends the Nurse Practice Act to ratify and approve the Nurse Licensure Compact, allowing nurses to obtain multistate licenses that permit practice in their home state and other compact states.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to coordinate implementation, with one administrator per party state who shall promulgate uniform rules and oversee the system.

• Requires applicants for multistate licenses to meet uniform qualifications including successful passage of NCLEX-RN or NCLEX-PN exams, criminal background checks via fingerprints, and no felony convictions or nursing-related misdemeanors.

• Creates a coordinated licensure information system to share nurse licensure data and adverse actions across party states, with restrictions on sharing personally identifiable information with non-party states.

• Provides that the Compact does not supersede existing state labor laws and establishes the effective date as the earlier of enactment by 26 states or December 31, 2018.
