Allows "Large Electing Providers" (telecommunications carriers with at least 700,000 access lines) to cease offering non-voice services to customer groups with 60 days' notice to the Commission and affected customers, effective July 1, 2017.

Permits Large Electing Providers to discontinue voice service to residential customers if alternative voice service with reliable 9-1-1 access is available; requires 90-day notice to existing customers and allows Commission investigation to determine service alternatives.

Removes the December 31, 2020 expiration date for Illinois Commerce Commission-issued authorizations to offer cable or video service.

Repeals automatic repeal provisions for the Telecommunications Article (scheduled for July 1, 2017) and Cable and Video Competition Article, allowing these regulatory frameworks to continue.

Adds legislative findings recognizing benefits of transitioning from legacy circuit-switched networks to modern Internet Protocol-based networks, including benefits to consumers, businesses, emergency services, and the state's economy.
