Creates the Cardiac Arrest Data Collection Fund as a special fund in the state treasury to be administered by the University of Illinois Hospital.

Requires all eligible hospitals (those operated under the University of Illinois Hospital Act or licensed under the Hospital Licensing Act that receive Medicare/Medicaid reimbursement) to pay an annual fee of $3,500 into the Fund.

Directs Fund moneys to support statewide quality improvement efforts addressing disparities in cardiac arrest care, including analyzing and distributing data from the Cardiac Arrest Registry to Enhance Survival (CARES) and providing de-identified data to hospitals and emergency management systems.

Authorizes the University of Illinois Hospital to use Fund moneys to provide technical assistance to hospitals, emergency management systems, and community organizations to improve cardiac arrest survival rates.
