• Exempts employers from benefit charges when an employee voluntarily leaves work due to domestic violence, sexual assault, or stalking (adding Section 500(C)(6) protections to Section 1502.1(D-2)).

• Modifies Section 1507.1 to transfer only the portion of an experience rating record attributable to transferred businesses, with new Director authority to combine accounts if substantial purpose was obtaining lower contribution rates.

• Changes Section 2201.1 from semi-annual to quarterly statements for employers with credit balances of $2 or more in contribution accounts.

• Extends the refund claim filing deadline for erroneous payments occurring between January 1, 2015 and the effective date of this act to June 30, 2018 or 3 years after payment, whichever is later.

• Updates Section 1900 disclosure provisions to allow unencrypted electronic communications that do not contain sensitive identifying information (removes reference to "account number").
