Establishes a prescriber and dispenser inquiry system providing read-only access to prescription records from the previous 12 months to help health care providers identify potential drug diversion or patient medication abuse.

Requires automatic creation of login credentials for prescribers and dispensers when they obtain or renew controlled substance licenses, with the Department of Financial and Professional Regulation providing electronic access to license information.

Allows prescribers and dispensers to authorize designees to access the inquiry system on their behalf if employed by the same facility or under contract, with the prescriber remaining responsible for oversight and confidentiality.

Requires the Prescription Monitoring Program to maintain a website and send regular electronic updates to registered users with clinical guidelines, continuing education programs, FDA/CDC updates, and prescription drug disposal information.
