Amends the Recreational Trails of Illinois Act to authorize the Department to enter into agreements with the Federal Highway Administration for federal obligation limitations on Recreational Trails Program projects.

Requires the Department and Illinois Department of Transportation to establish an inter-agency agreement to coordinate project obligations and maximize federal funding opportunities.

Reclassifies federal Recreational Trails Program funds obligated on or after October 1, 2017 from the "Road Fund" to the "Park and Conservation Fund" in the State Treasury.

Exempts Recreational Trails Program grants and contracts obligated after October 1, 2017 from being considered as aid in construction of highways.
