Permits committed persons in Illinois Department of Corrections facilities to receive in-person visitors and video contact (if available), except when abuse of visiting privilege occurs or chief administrative officer determines it would harm security, safety, or morale.

Allows chief administrative officer to restrict visitation to non-contact visits, video, or other non-contact forms for safety, security, and order reasons, including restricting contact visits for those engaged in gang activity.

Prohibits contact visits for persons in super maximum security facilities, on disciplinary segregation, in possession of illegal drugs, or who failed drug tests for at least 6 months, and for those involved in gang activities or found guilty of assault against Department employees for at least 6 months.

Requires Department to seek lowest possible cost for video calling services, charge only to recover demonstrated costs, and prohibit commission or profit from video calling; clarifies that video calling does not replace in-person visitation.

Requires Department to provide visitors with written information concerning HIV and AIDS, developed in consultation with the Illinois Department of Public Health, and ensure materials are culturally sensitive.
