Illinois Community College Board shall establish alternative methods of credentialing for high school equivalency certificates in addition to traditional testing, effective January 1, 2018.

Four alternative credentialing methods are authorized: evaluation of high school transcripts, post-secondary transcripts, foreign diplomas, and completion of approved competency-based programs.

Regional superintendents and the Illinois Community College Board jointly administer high school equivalency testing and credentialing programs for qualified individuals age 17 or older who reside in Illinois.

Fee waivers are mandated for homeless applicants under age 25 who have completed an approved equivalency preparation course and are testing at a regional superintendent or Cook County testing center.

Testing fees collected by regional superintendents fund examination administration and educational support programs for those achieving high school equivalency certification or alternative credentials.
