• Amends the Liquor Control Act of 1934 to expand eligibility for special use permit licenses to include Class 1 brewers, Class 2 brewers, and craft distillers, in addition to existing retailer eligibility.

• Allows these licensed manufacturers to transfer a portion of alcoholic beverage inventory from their licensed premises to a designated event site for temporary sales at retail for consumption, but not for resale.

• Special use permits can be granted for events lasting one day or less, or 2-15 days per location within any 12-month period.

• Applicants must provide proof of dram shop liability insurance at maximum limits and obtain local authority approval before receiving the permit.

• Takes effect immediately upon enactment.
