IL HB2753

Amends the Public Contract Fraud Act to exempt Department of Transportation projects from penalties when title to all needed lands has not been obtained, but a voluntary right of entry to occupy and use the property has been obtained from the property owner.

Exempts Department of Transportation and Illinois State Toll Highway Authority projects constructed using design-build contracts, construction manager or general contractor agreements, public-private partnerships, or alternative technical concepts delivery methods from the requirement to obtain full title to land before construction.

Allows the State Comptroller to draw warrants for land consideration up to $10,000 without Attorney General title approval for fee simple titles, easements, utility line placements, and flood relief or water resource projects.

Maintains existing exemptions for projects under the Superconducting Super Collider Act, Bikeway Act, Illinois Building Authority facilities, and state agency leasehold improvements.

Takes effect immediately upon becoming law.
