Creates new Section 1-146.5 defining motor vehicle accident data as information generated from accident reports, excluding the actual report copies, personally identifying information, and other legally protected information.

Modifies Section 11-408 to remove confidentiality protections for written accident reports and information contained in those reports submitted by law enforcement officers, allowing non-confidential disclosure by reporting agencies.

Allows Section 11-411 accident reports to be submitted in approved electronic format in addition to paper forms, with the Department adopting necessary rules to implement electronic reporting.

Revises Section 11-412 to require the Department furnish accident reports upon written request to highway safety research entities and contractors with written agreements, while exempting these reports from Freedom of Information Act inspection and copying.

Creates new Section 11-417 establishing a fee schedule for public access to motor vehicle accident data while providing free access to government agencies and entities with contractual safety research agreements; places collected fees in the Road Fund for accident records administration.
