Amends the Illinois Wage Payment and Collection Act to require payment of earned vacation time to separated employees as part of final compensation.

For units of local government or school districts, earned vacation and accrued sick time payments must be made to the employee between 90 and 120 days after termination of employment.

Prohibits employment contracts or policies from providing for forfeiture of earned vacation time upon separation.

Allows collective bargaining agreements to provide alternative payment terms for vacation and sick time payouts.
