• Requires hospitals to notify medical staff members when agreeing to resignation, surrender, or limitation of medical staff membership or clinical privileges; when a leave of absence exceeding 30 days begins; or when membership expires due to failure to reapply, if such action triggers an NPDB report.

• Grants medical staff members at least 14 days from notice to exercise the right to postpone the adverse action to allow time to participate in investigations and exhaust substantive and procedural rights under federal and state law and hospital bylaws.

• Applies to actions requiring NPDB reporting under the federal Health Care Quality Improvement Act of 1986, preserving physicians' ability to defend against allegations before adverse reports are filed.
